This program is a high risk pool for people who are uninsurable. $38 million were budgeted for this program for premium assistance and other subsidies for poor and low-income applicants. Some special provisions with serious limitations are available to about 4,500 low income people who were terminated from TennCare. Thee are more details to be decided at the Access Tennessee board meeting on Dec. 13.

Consent Decrees: The legislature budgeted $25 million dollars for matching federal funds so that more people can be served. At first the administration said that they had not applied for federal funds because of the Consent Decrees. However, the TN Justice Center and the administration have now signed an amendment to the agreed order.
